Audio file [mp3] skipping

So I've had this issue for a while now, and I don't know what to do about it anymore to fully remedy the problem.

Whenever I play any mp3, either on my internal HD, or external [via USB], at random points in the mp3 file, it skips/hiccups/whatever, but continues playback.

What I've done:
Cleaned up PC using "powersuite'
Read up here
Reinstalled sound drivers
Replaced OMEGA Radeon drivers w/ original Radeon drivers. [thought this would be the good fix]

Halp.
I'm a real stickler for sound quality/performance, so unless I just listen to the files on my zune and only that, I can't do it on the PC, it's just too frequent and annoying.

What else could this be.. They were running all so perfectly before. The only thing I've changed is using the Omega drivers, and software here and there, but none that would affect the playback of my mp3 files in ANY program that does so [billy, foobar, winamp, WMP, etc]

Few questions 4 u:

1) What sound card do you have (in non-Vista operating systems, go into the mixer and give the name at the bottom of the window; in Vista, mouse over the volume control icon and the name of the device will appear there)?
2) What OS are you running?
3) Did it start doing this since you had Windows installed or did it start afterwards?
4) Do you have stairs in your house?

Realtek AC97 Audio [on-board, never upgraded]
XP pro version 2002 sp2
it started long after i had installed this copy of xp [which i PERFECTLY AND LEGITIMATELY ACQUIRED]
i do not, it's a one story, and longer than it is wide.



other stuffs:
it's an emachines t1840, of which the only original thing I use is the mobo. I swapped out processors, hard drives, ram, video, wireless card, dvd burner, etc.

Intel celeron 2.4GHz, 1 GB of ram with 40GB[OEM, with OEM windows XP], 60GB[installed after, OH HEY WHATS UP copy of XP] and 150GB [external] hard drives.

edit2: Yes that does mean i dual boot to 2 different hard drives with 2 different copies of XP. Why? Because I was too lazy to retrieve all my pics, personal files and stuff from my C: drive, so I just installed another HD and slapped XP on it.  I would say that's the problem, except I don't remember it happening RIGHT after I set all of this up.

note: it does it in videos as well.

The same type of thing happened to my laptop shortly before the hard drive failed, but if it's also happening to stuff on external flash storage, I don't think that's it.

This is the external. I've had it for a few years and I love it. It's mostly for PERFECTLY LEGITIMATE video/movies, and all of my music collection.

You know, you could have easily replaced the OEM XP with your version without losing all that crap...

Why does NOBODY know about that feature?

Did you ever install ffdshow on your system?  If it's handling your audio and too many of its enhancement features are enabled you can get stuttering like that.

Also, try updating your motherboard drivers.  That helps in some cases.

Well replacing it would have saved space overall, instead of having a dual boot setup, you'd only have 1 install of windows. And you could have used that 80GB drive for pure storage.

I just formatted my OEM C: drive, fresh copy of OEM XP. Downloaded Billy, pick an mp3, bam, a few seconds in, stutter and skip. D:


edit:
after typing above text, I went ahead and re-reformatted the drive because I accidentally uninstalled the onboard sound. plus I thought it would help

currently I just started installing SP2 [I didn't do that on the first format], after which I will start searching for a BIOS update, to see if that will have any affect on it.

edit2: done installing SP2, restarted, found a BIOS update, done installing, now restarting.. I heard a stutter while the start up music was being played, so that leads me to believe the problem still isn't solved. fuck me in the ass

edit3: going to try upgrading directx

Have you tried updating your motherboard drivers yet?  I'm not referring to a BIOS update; it's usually referred to as a chipset INF update or something of the like.

Hmm...try uninstalling your official sound card drivers and using the ones that are either built into Windows or that come up in Windows Update.
