Are your video card drivers up to date?  When I first installed FO3 I ran into that issue and updating my drivers fixed it.  If they are at the latest version, try installing the next oldest version.  Sometimes new drivers have issues with certain games, necessitating a downgrade.

Try installing the Asian language pack.  I've had a couple of games crash on me without that being installed.

It should be under Control Panel -> Regional and Language Options (might be listed differently on XP, I don't remember).  In one of the tabs there should be a checkbox for east Asian language support -- check it, click OK, and reboot.  You might need your XP CD handy in order to install the fonts.

I had to change my system locale to Japanese to even get the installer to work. That would also be under Regional and Language settings.

Yeaaaaa my laptop has some non-crappy (as non crappy as they can be) Intel integrated video memory. I can run Hl2 at full... so I'm all confused and shit haha

HL2 isn't nearly as top-heavy as, well, any Bethesda game ever made, so that might have something to do with it.  It might also be because the video chipset doesn't support something that FO3 absolutely requires.  Intel's chips are still pretty low-end and their video chipset drivers aren't the greatest things in the world.

Your best bet would probably be to mess with a couple of different driver versions to see if that makes a difference.  Failing that, I'd probably start Googling your specific video chipset model to see if anyone else ran into that issue and if they were able to fix it.  Generally, the Intel ones are better for productivity work and usually kind of suck for gaming, but you might be able to get it working with some hackery at least.

What?? It works fine for me. Sure, I have the asian language support, but thanks to them assuming it's only going to work in japan, I still see the random crap, since the text is in fucking s-jis.

I've had it work in both XP and Vista perfectly fine, though not readable.

Maybe it's a Vista x64 thing, I don't know. All I know is that the installer crashed because it couldn't find a certain file whenever the locale was American, but it found that file when it was Japanese.
