As far as I can tell, the metered broadband thing only exsists in places where it isn't as noticeable; i.e. businesses who have just created websites and have only recently published them, so they don't have much traffic in the first place, and so on. In major cities, I THINK most large ISPs are still considering putting the cap on (or may have already), but it will be almost to high for the general public (i.e. me) to notice. Only people who download gigs and gigs per day will notice it, and I don't think that accounts for TOO many people.
